The untimely demise of a 16-month-old girl has sparked public outrage in South Korea after an investigative report aired by SBS revealed how her adoptive parents allegedly abused her to death.The girl, named Jeong-in, died in October 2020, just 271 days after a family adopted her in southwestern Seoul.
郑仁出生时就被抛弃了,在福利机构长到七个月大。从她小时候的照片可以看出,被领养前的郑仁皮肤白皙,肉嘟嘟的十分可爱,且开朗活泼。
去年1月,小郑仁被一对年轻夫妻领养。她的养母张某是一名翻译,养父则供职于一家电视台,两人已经育有一名4岁的女儿。在领养郑仁后,二人还带着她和大女儿一起出演了电视节目《平凡的家庭》,展现出全家和乐融融的景象。他们在节目中表示,领养郑仁是因为大女儿想要一个妹妹,还说“领养不是见不得人的事,是应该收到祝福的事。”但小郑仁收到的祝福并没有变成现实。相反,在被领养的271天里,她体会到了很多人一生都无法体会的绝望和痛苦。在领养之初,张某夫妻或许的确如他们所说的那样,希望给大女儿找个伴。但是没过多久,张某开始向亲友抱怨:“好像把领养想得太简单了”,“自己好像对领养的孩子没有感情。”据SBS节目《想知道真相》报道,警方曾三次接到报警。这是三次本可以救赎郑仁的机会。第一次报警的是郑仁的托儿所老师。去年5月,老师发现孩子身上有多处瘀伤,认为这很不正常,于是报了警,结果警察却相信了养父母“只是帮孩子按摩太用力”的借口,不了了之。这次风波后,养父母开始将郑仁关闭在家中,从去年7月到9月,郑仁只出现在托儿所6次。去年7月,警察又一次接到了报警。有人看到养父母把郑仁独自留在车上,然后就去逛街了。巧舌如簧的养父母以培养孩子独立睡眠为由,再次成功为自己开脱。去年9月,定期检查的时候,一名儿科医生发现,明明处在发育成长阶段的郑仁,体重却比之前要轻2公斤,他怀疑孩子遭受了虐待,于是报了警。但养父母则表示体重减轻的原因是孩子挑食,不吃饭又不喝水。郑仁出事当天,养母发现孩子状态不妥,发短信询问丈夫要不要送去医院。之后她并没有马上把郑仁送去医院抢救,而是换好衣服先把亲生女儿送去上学,回到家后才叫出租车送郑仁去医院。出租车司机注意到郑仁不太对劲,建议叫救护车,但是养母拒绝了。负责急救郑仁的主治医生说,郑仁去世时,身体多处瘀伤,腹部满是积血,很多内脏也都破裂,甚至连最内部的胰腺也破裂了,且全身多处骨折。他说“这是一张该出现在教科书里的虐童照片。”关于伤情,养父母称女童是自己从沙发上跌落的,但医生说,必须是成人从沙发上跳下,重重踩下去的重力,才会导致孩子胰腺破裂。且这并不是郑仁第一次受伤,从托儿所老师公布的监视器画面可以看到,郑仁在所内甚至痛到站不起来,瘫坐在地上。国立科学调查研究院的尸检结果显示,小郑仁16个月去世时只有8公斤,而在她7个月大被收养时,已经9公斤了。郑仁的养父母已于上个月被捕,其中养母面临过失杀人罪的指控,养父则被控告疏忽罪,养母案件将于本月13日开庭。Jeong-in was adopted last January by a couple with a 4-year-old biological daughter. The mother was an interpreter and the father an employee of a broadcasting company. The parents even appeared on a program by the Korea Educational Broadcasting System with both daughters to promote adoption.According to the SBS report, the adoptive parents brutally abused Jeong-in for months. A worker at a day care center made the first report of suspected child abuse to Yangcheon Police Precinct last May after she found bruises on Jeong-in’s body. The parents told police they probably massaged the girl too hard, and the police closed the case.The couple then kept Jeong-in at home instead of sending her to day care. From July to September, she only showed up at the center six times.In June, the police received a report that Jeong-in was left alone inside a parked car. In September, a pediatrician who treated Jeong-in reported suspected abuse to the police. In both instances, the police closed investigations by saying they could find no evidence and did not separate the child from the couple.Jeong-in died on Oct. 13, 2020, at a hospital in Mok-dong, Yangcheon District. Her body was bruised, many bones were fractured and she had wounds on her head. She suffered three cardiac arrests at the hospital and the doctors could not resuscitate her.A hospital worker reported suspected child abuse to the police.According to an autopsy by the National Forensic Service, Jeong-in died of serious internal bleeding of her organs caused by external force. She only weighed 8 kilograms (17.6 pounds) at the age of 16 months. When she was adopted by the couple in January, she was seven months and weighed 9 kilograms.Yangcheon Police concluded that the couple started violently abusing Jeong-in one month after adoption. In November, the Seoul Southern District Prosecutors’ Office indicted the adoptive mother for involuntary manslaughter by child abuse and the father for negligence. The mother’s trial will begin on Jan. 13 in the Seoul Southern District Court.

1月5日,韩国国务总理丁世均在首尔政府大楼举行了针对虐待儿童问题的紧急部长会议,他在谈到“郑仁案”时表示“非常抱歉和遗憾”,“一想到郑仁在短暂的一生中,没有受到家庭和国家的任何保护,在痛苦中离世,我作为一名国民真是心痛。”Over 230,000 Koreans signed a petition calling for a heavier sentence for the couple on the Blue House petition bulletin board.Hashtags relating to the case, including "Jeong-in-ah, [I'm/we're] sorry", trended in South Korea, and many celebrities posted about the injustice.Actress Lee Young-ae on Tuesday visited the cemetery where Jeong-in lies in Yangpyeong, Gyeonggi, to mourn the 16-month-old girl.Prime Minister Chung Sye-kyun expressed "pain" and "regret" over the country not "giving protection to" Jeong-in.

韩国保健福祉部表示,近年来,韩国虐待儿童案件数量不断增加。令人心痛的是,2019年死于虐待的儿童人数也从2018年的28人增至43人。韩国频现虐童事件,且父母常常是施害者。有不少人认为,韩国60年不变的《民法》是原因之一。韩国1960年首次实施的《民法》第915条明文规定,父母对子女有惩戒权,可惩罚子女,以保护或教导他们。鉴于此,去年8月,韩国法务部决定删除《民法》中有关“父母惩戒权”的条款,以杜绝超出教导范围的惩戒行为。韩国总统文在寅1月4日下令要制定相关对策,防止虐童案再度发生。他敦促政府机构加强对领养程序的管理和监督,要求他们在任何领养过程中都要优先考虑儿童的权利和利益。在一份官方声明中,韩国政府称将加强检查潜在的养父母,并确保后续监控,以保障领养儿童的福利。除此之外,政府计划派遣664名专门的公务员来应对虐待儿童的情况。更值得一提的是,韩国警方将设立一个单独部门来处理虐待儿童案件。警方对申报两次以上的虐童案每半年检查一次以上。接到申报两次,警方应于次日寻访涉虐童家庭,彻底确认是否虐待儿童并检验儿童保护措施。Media reports of child abuse cases have been popping up frequently in South Korea recently.In one case, a 9-year-old boy died after being allegedly locked in a suitcase for 7 hours by his stepmother.In 2016, a shocking case of child abuse came to light in South Korea, in which a father brutally murdered his seven-year-old son and hid his body in a refrigerator for four years.The number of child abuse cases in South Korea has soared in recent years, with 41,388 reports of child abuse received in 2019, of which 30,070 cases were confirmed, a 22.2 percent year-on-year increase, according to the Ministry of Health and Welfare's data.And the number of children who died from abuse also increased by 15 year-on-year to 43 last year, the Ministry of Health and Welfare noted.In response to the high number of child abuse cases in South Korea, the Ministry of Justice decided to delete Article 915 of the Civil Act 1958 provides for the "right to take disciplinary action" and legal provisions against violence and abuse are not interpreted as prohibiting all corporal punishment in childrearing.In the wake of Jeong-in's death, South Korean President Moon Jae-in, on January 4, urged government agencies to strengthen management and supervision of adoption processes, requiring them to give priority to the rights and interests of children in any adoption process.In an official statement, the government will strengthen checks on potential adoptive parents and ensure thorough follow-up to monitor adopted children's welfare.The government also plans to dispatch 664 specialized civil workers to respond to child abuse situations.The South Korean police will also set up a separate department to deal with child abuse cases and strengthen cooperation with relevant departments and agencies.
